2. The Appellant did not turn up in the Khagaria studio of the NIC in spite of notice. The Respondent was present in the Patna studio. We heard his submissions.

3. The Appellant had wanted some details about the beneficiaries of the Indira Awas Yojana of a particular area. The CPIO had refused to part with the information claiming that it was third party account details and, therefore, could not be disclosed. CIC/SM/A/2011/000141

4. During the hearing, the Respondent submitted that the bank did not maintain its accounts under any such classification as Indira Awas Yojana or any other scheme and that, as and when, the list of beneficiaries along with the amount of subsidy was received from the office of the Block, the branch simply credited the amounts to the beneficiary accounts. Therefore, he argued that without any specific timeframe, it would not be possible to identify those accounts held by the beneficiaries of the Indira Awas Yojana only.

5. After carefully considering the facts of the case and the circumstances explained by the Respondent, we think that it should be possible for the bank to provide the copy of any consolidated report about such beneficiaries that the branches of the bank in the Khagaria Block might be reporting to the State government authorities showing the crediting of the subsidy amount. If such reports are available, copies of those reports should be provided to the Appellant within 10 working days of receiving this order. However, if there are no such reports, then the CPIO is directed to provide the desired information within the same period of 10 working days only for the year ending 31 March 2011 without disclosing the individual account numbers. The information to be provided should include the name of the beneficiary customer and the amount of subsidy credited to his account along with the date.
